It's hard for people to take on multiple large projects without the resources to cover the demands of development and support. When you look to build out an extensive application like a photo gallery or a classifieds script you are talking many months of development - not just for the product, but making it into something you can distribute and then add in support for. How many people actually make a living selling their add-ons for vBulletin that they can work fulltime? A few, but not many I suspect (it takes alot of customers to make a living selling scripts); I did it for years with PhotoPost, but this year made the transition back to Corporate America because it pays better.
That's one of the reasons Classifieds and ReviewPost are based on PhotoPost, using the main product as a template for the others allowed it to be modified in such a way that development time was reduced and the look/feel stayed consistent across the products.
It's easy to say "why dont you build X", but when you look at the time required to actually build it then it's a harder decision to make; especially when there is already competition in that space.
