category or usergroup admin

This question has probably been asked numerous times, but I am having a hard time knowing if custom coding will be involved. Is it possible to give a user group administrator access to a particular forum or category? This would mean that they can add/remove/edit forum names below that category, as well as add new forums and sub forums. Does there happen to be a mod/addon out there that does this?

No this is not possible with standard vBulletin, and i have never seen a modification for this.

I attempted something similar back in vB3 on a test board but gave up; It became too complicated for me to do in a limited time schedule :/

My biggest worry was to spend to much time developing this if it was going to be a lot of work. Does anyone happen to know of a way to directly add new forums / categories to the database without the need to be in the admincp?

I worry that the few admins that I have will think that the admincp is to complicated and I would rather simplify it for them over hearing them complain. I had thought about just creating them some very simple tools to add/remove/edit current categories and forums without having to visit the admincp. I noticed that directly adding data to the database does not rebuild the forum list.

I greatly appreciate the help.
