How did you do it? I'm having the same problem. I get the image to repeat on one axis, but can't figure out to have it repeating in both x & y axis.

#FFFFFF url('http://basicroleplaying.com/images/background.jpg') repeat-y

-only repeats in y axis, repeat-xy does not work. What's the command?

EDIT: figured it out after some test and fail. use only the repeat code
(#FFFFFF url('link to the picture') repeat
