How do I make a forum private, so that only certain usergroups, and the thread creator can see?
For example, a forum called Reputation Issues - if anyone gives any user an insulting / harrasement reputation comment, they can report it their and only the Administrators, thread creator and another usergroup can see? |

I would think this is fairly straight forward, but test it as I've never done it before :
1) Set up new forum. 2) In the forum permissions, set everybody to be able to view the forum. Everybody to be able to start threads, everybody apart from admins and the additional usergroup to NOT be able to see "other's threads". |

You can do that from Admincp -> Usergroups -> Forum Permissions

No, it was a true question. You can't know everything about vBulletin. I only learned to do this about 4 months ago. This thread may help several other people in the future too.
