How do I set the url lengths?

Where do I set how long a URL can be in a post before it truncates? Some users on our forum will post urls and they will auto-truncate and look fine, others will do it and it completely throws out postbit out of wack.

IE:

http://www.foo.bar/this/is/this/long...sttesttesttest

As you can see after a point it will add the "..." and make the url work within the style. I'm interested where this setting is?

I tried the the setting Number of Characters Before Wrapping Text in Thread Display options but it doesn't seem to have any effect on the URL's in a post.

One last thing, when you go and view a users posts the truncating urls never work at all, why is that? They will also show the very long version of the URL like that.
