It annoys me. There is a reason people often like to keep stuff about their modification in one place. I don't like people using my modifications unsupported, I like to have people's stuff working ship-shape and I like to know about bugs people have found. I also like to try to ensure that they only come into the hands of paying licenced customers which is why I don't release them even on my own website.
And worse than anything it's impolite. I wouldn't for a second assume I had the right to redistribute anyone else's work and I'd respect their decision if the answer was no.
