I did make the changes to both files, still no change. But... your post promoted me to look deeper into a possible limit imposed by vBulletin.

vBulletin Control Panel -> vBulletin Options -> Message Searching Options -> Maximum Search Results to Return (was set to 400 now set to 9000) Worked perfectly!
