Quote Limiting

I'm new here, but I spent a few minutes searching through the forums looking for a tool that would do what I need, and came up empty.

Here's my problem: I have nice mobile versions of my sites, but they're very frustrating to use when a user quotes the entirety of a very long message (because on a phone with a small screen you have to scroll and scroll). Even on the desktop it's irritating when someone quotes a huge message and you have to scroll past something you've already read just to get to a one-line "Yeah, I agree!" post.

To be honest, I'm very surprised this isn't already integrated into vBulletin - it seems like a problem that every forum would have.

What I'm looking for is a modification/add-on that would allow me to limit the content of a quote to "x" characters.

Does such a thing exist?
