Individual per-user administrative settings?

Is there a plugin that allows for admins to control the use of certain features for individual users? Pretty much, I want to be able to prevent individual users from

*PM-ing
*Avatars
*Signatures
*Reputation use

This idea needs a little bit of expansion, but it has some real potential.

Alright, I'll explain further, I have another forum that's still on phpBB :cry: but the one thing I like about it is whenever you edit a user in the ACP, it has special controls only viewable by admins and on a per-user basis, avatar usage, signature usage, PM usage etc could be disallowed.
