I know there's a demand for this mod:

Allow moderators to approve new users in the user moderation queue.
Currently only admins can do this.

there's lots of demand for this mod... for a long time now. i and many others have similar request threads started here too.

Yea, this would be a nice thing as on my site, people are to dumb to figure out what a ISP email addy is, so I have to allow crap emails in order to still let people sign up.
