I had a similar, though not identical problem. No options at all were showing on either quick reply and full reply boxes. I fixed it by running SQL query on it.

Admincp->maintenance->executeSQLquery. from the drop down select Show Enhanced (WYSIWYG) Editor Toolbar and then run the query.
