[REQUEST] PM on Promotion

I am desperate to see a hack based on Promotions, where if/when a user meets the criteria of said promotion, they not only get moved into the new usergroup, but they get sent a PM as well. Also to have the PM be based on the new usergroup. So let's say you have 10 different promotions, each promotion has a customizable PM sent to the user.
