Reverse auction/Bid System

What I am looking for is basicaly a reverse auction, for those who do not get the concept, instead of the user placing something for sale, They post a job that needs to be done, I.E. graphic design, then people post bids and references for the user to chose from etc.

Does one exist, or is there a moidule that can be modified?
