I'm not sure "Quick Reply" is dependent upon AJAX. Of course, I've been wrong before.

And with all the references to quick reply, quick edit, quick this and that, I was getting confused when I posted the quick edit fix earlier.

I do agree with you that the issue is with his installation. I found a reference in the Style and Language settings for the DHTML popups.
