New Thread AutoSubscribe of all Users?

I have a forum for a small condo (<25 total users) and would like an option to auto-subscribe everyone on a NEW thread. Ideally they could turn this off, and ideally a poster could select not to auto-subscribe everyone, but the default would be auto-subscribe.

Mainly I want to use this to kick-start forum usage by people who are not as likely to go to the forum unless they got a link in their email. Later, we might disable. Currently people just email everyone in the building, which is worse than just getting an email notice.

Is there a plug-in to do this?
