If you paid for a vb skin and did not receive it. I would contact my cc company and contest the sale. I would contact them and tell them that you are going to do this and give them the opportunity to make things right first. Seems to me that they gave you what you would need BUT you have to customize it to be used with VB and that is not what you asked for....
False advertising? Maybe. Misleading? Definately.
