Large banner at the top & max image size

Hello...
I am looking for two mods. One is for a large banner that is at the top of all forum pages, there used to be a hack for this for vb2. The other thing I am looking for is something that will not allow users to place an image in their post if the image is larger that a certain size (say 800 pix wide). This is the keep the forums in shape, but not stop all image insertions.
