Need partners hack

I have made all templates to it but coding it to vBulletin standards is not my thing

This is what i need to it

when applay it will get in to admincp
send email to admin NEW PARTNER
admin have to approve partner before it show on the page
need to edit partners info
need to maybe add one partner
need to deleted one partner

now it is only template base and working need it to work whit vBulletin
