How do I Add links in NAV BAR (vB 3.0.7)

I want the text to appear on the blue NAV BAR as 1st item and to read as follows,

Seed Bank

and link through to http://treatingyourself.com/cgi-bin/online/storepro.php as a pop up window with no tool bar, no menu bar, no close/resize just scroll bar. If you look here http://www.treatingyourself.com/forum/index.php <<< the old forum, you will see how it works (would be great to have the seed image as well
