Set-Up Order questions

hey guys, TIA for help. I'm a long-time vB user, never had reason to get on the admin side until now.

I've done low-grade crap personal HTML sites, never anything of substance.

that being said, I want to put together a serious vB site.

Here's my 1st dumb question:

Can I buy vB and do all the customizing, etc, and then arrange for a host and upload the whole thing, ready to go live?

2nd dumb question:

the paid subscriptions... how much additional set-up is involved? merchant accounts, etc. would you also need to set-up the PayPal subscription service?

3rd dumb question:

other than poring over this site, what else can y'all recommend to help me dive into vB administration?
