Help with a banner. Trying to divide it and make it stretch

You can see the banner we have up on top.

What I would like to do is make it so the the MustangEvolution text and the american flag stretch with the screen resolution. The car on the left stays put.

How would I go about doing this? How would I set the code up and what kidn of filler would I need?

Can't figure it out.
