Looking for a solution to use Warn outside of a thread.

Hey all. We have ran into a bit of a bind and would be interested to hear opinions on a solution path. Not asking for a handed over hack as we have no problem doing the leg work. Just looking for ideas or perhaps a tip from someone who has done something simmilar with the Warn System.

We have Zero_Tolerence's Warning system installed. It is working beautifully for us, but we have one issue. The reputation system is being abused by some of our members. We would love to be able to issue a Warning through the Warn System for this, but since Warns can ONLY be issued from a thread/post we are sort of limited. Another example would be a user uploading an image to the gallery that is a big advertisement or something. We would love to issue a warn for this as well, but since there is no thread to Warn FROM... You get the idea.

So, my question is does anyone have suggestions on an approach to making Warnings issuable through say, the users Profile? Then a Mod or Admin could issue General Warnings that may not be related to a thread from the offending user's profile and just put a description in the comment field.
