DNS Server question

Hopefully someone that knows alot of the Internet will read this.

here we go.....
I have a Vbb board up. For some reason alot of members cannot connect to my site. they get a 404 error (Cannot connect to server) and the only way they can get on, is if they disconnect from their ISP and reconnect. Over and Over again. This has happen to me as well. I bought my domain name at
www.GoDaddy.com
and im being hosted at
www.DotSimple.net

i need to find out why it would be doing this to me as well as my members. its funny, cause sometimes i cant connect to my host cpanel page, but i can connect to my site. but i can always connect to my host main page at www.dotsimple.com

i can never connect to the cpanel for my host and my site at the same time

my site is
www.thenemesis.net

i also did a iproute test and this is what i got back when i pinged my site
