Help for Global Ignore states:

This setting allows you to set certain users as being globally ignored. Their posts etc. are not seen by any users except themselves. but nothing about the message only being "shown to admins (and super mods ?)", so that is good to know. It alleviates my main concern, which was thinking that regular members saw the message too, which could possibly result in someone notifying ignored members that they were in fact, being ignored. I want ignored members to think all is fine.
