restrict viewing others threads

I've got a section for new members on my forum and I have set the permissions so that they don't see other users threads, only their own thread(s) that they make. But I have a sticky thread for rules made by the admin, yet when I have that usergroup set to 'View other users threads = NO' they don't see the Admins rules thread.

Is there a setting that i can restrict viewing of other users threads except for Admin threads?
