Can we have a forum for members that allow ad swapping to kick start new forums?

I think that this might help, couldn't hurt, those that have new sites that would like to get some traffic and members. Maybe a forum where members could agree to host another members ad? Not sure on specifics, but maybe thinks could get hashed out... thanks.
