Are you saying that the table "contenttype" is empty? If not check that it is populated with data.
My guess is it is fine and you have some other plugin interfering with your results. Disable your hooks, run the default style and check your database for errors. Disabling your hooks should rebuild the datastore.
if your contentype table is empty, after you do the above... then we can discuss regenerating the initial table. Remember even if you populate with clean data what ever is causing your problem will bring you back to the same state.

You should really copy this table from an older backup you have. I believe contenttype on a new install is populated via hardcoded numbers. Look at 'install.php'. I know the cms contenttypes are added a bit later. At least that is how it used to be.
