CMS question: can users upload articles?

hey there. I'm thinking of purchasing CMS but there is something I need to know first. I currently run a musicians forum and want to expand its contents to user-written reviews. with the CMS, is it possible for my forum members to do that? I want to make it so that any member can upload reviews or musical equipment and give star ratings.
