Dealing with lukers.

Hello:

I have noticed that ther are guys in my board that only log in the forum to write in a subforum. It is a social meetings subforum and they use it to meet other users. The main problem is that they don't even bother to introduce themselves in the forum, they don't help to grow our community.

How could I encourage them to be more active? Is there any mod that let me change their permissions based on their activity or so?
