Spamming - Can I block IP Addresses?

I am having such a problem with spammers and new users registering with the same IP address.

Is there a way that I can ban an IP address of a known spammer so that they may never register again??

And also, is there a way to set options so that the first post made by a new user must be approved by a moderator before it is displayed??
