How can I create a Privacy Policy

Hello I am trying to add a privacy policy it is here http://www.zupek.com/forums/privacy.php
which you can tell something is not working. The tutorial I followed was this http://www.vbseo.com/f34/create-your...mplates-21043/

I know I am not using vbseo but the tutorial looks relevant. So any idea what is going wrong. I added a privacy.php in the forums root and added the php code the website gave me then create a new template in the style I am using for my vbulletin. I added there html content. So I am not sure whats going on. Any help would be great Thanks so much
