CMS Page View Permission Issues

Hello,

I went into vBulletin CMS > Permissions, and I chose it to allow anybody on the web to view my home page (CMS page), and it's still not working properly. I want it that nobody can see the forum unless they are a registered member, and anyone can see the home page.
