Administrated tab ( button)

Just right now one of my users told me that he is able see the administrate button tab when he post a thread and he can close or open if he wants ?

How is that possible ? I do not have any right for simple registered users to do that.

Im using 4.0.7 version .

Found it , it was my mistake form the settings.
