Usergroup permissions help?

HI guys,

I have 1 & 2 usergroup, for the 1 I want to set permissions so that they can post only 2 threads and post in some subforums every 3 months, and the usergroup 2 has unlimited permissions.

Is there a mod or way for setting this up?
