Check new threads for specific words that will generate a warning..

Let's say someone want to post a new thread in an off topic area that has banned political discussion. In admincp you tell the mod to give a warning if "Joe Politician" is used. So poster goes to post a new thread "Joe Politician is a %$#%$#@!!", they click Submit and the thread does not submit. They get a notice "You have used the word "Joe Politician" in your thread, please be aware Political discussions are banned on this website." then 2 buttons "click to continue submission" & "cancel submission".
