I need functionality like Tripadvisor (5 star rating system with forum review)

Hi all,

I want my website to have similar functionality to Tripadvisor.com. I.e a forum and review based website but with the added function of a 5 star user rating system.

The site will be non-transactional and users have an account and can create reviews for other users to view.
I need the users to be able to add reviews in text and importantly to use a star rating system so that over time a picture/score can be built up about a given subject.

I asked VBulletin pre-sales if the software can do a similar function to trip advisor (user ratings out of 5 stars) and this is what they said: ?Sorry, there is no function to do this. This requires modifying the code. Just wondered if you know where I can start with all this....?! Any help or suggestions you have I'd be really grateful
