A good image resizer?

I've tried the 3 image resizers available for vb4 on this website, but none seem to do what's needed.

2 of them do not even touch the CMS images, but otherwise work fine.
1 of them resizes everything that's needed, but unfortunately has an effect on images smaller than the defined max width, so that's a no-go.

Are there any out there that will work on the forums + cms, and only takes any sort of effect on images larger than our defined maximums?

If not, what areas (in general, not specific to any mod) of vbulletin would I need to make use of to customize one of the above 3 mods to suit my own needs? For example expanding the area of effect to include the CMS?
