Changing Admin Permissions

Well I am requesting for a mod from any of the amazing mod makers ie coders

. What I think would make a nice mod would be something that could take the ability to add moderators to a forum out of Forums because not all admins can be trusted with forums but are fine enough for adding moderators.

Any1 willing to do this?
