vBulletin API (PM User, Move Usergroup, change topic title, copy topic)

I'm looking for the vBulletin API.
I found one for vB 4.0, but I'm using 3.8.

I basically want to put a user into a certain Usergroup then send a PM to a user.
I'd also like to be able to Change the topic title, then Copy the topic using a topic id to another forum section if possible.

Any help on this would be great. Thanks muchly.
