I have the same issue. I would like to remove the icon legend and the posting rules. It is just visual fluff not useful to 90% of members 99% of the time. It's using up space and creating server overhead. I'd like to turn it off.
If the option isnt in AdminCP and we must manually edit the forum home template, what happens with a 4.0.x upgrade? Do the modifications get overwritten? I guess it all depends on whether 4.0.x has a change to the relevant template. It becomes quite burdensome to edit and then manage the upgrade process manually, esp. for non programmers.
IMO this should be an adminCP setting. In fact, these things should be add-ins. The BASELINE should be a KISS template.
