Moved to new domain; still trying to connect to old domain.

I am trying to make a copy of my forum on another domain for development purposes. I have duplicated the database and copied all of the files over, but the copy is still trying to access the original domain. It is still trying to pull the images from the old domain and several things from the database.

I cannot figure out where the copy is referencing the old forum. I uploaded tools.php and reset the cookie domain and went through all the cache clearing options. I also changed the url to the development server url in Site Name / URL / Contact Details. I'm not sure what else to do. Can someone please help?
