admincp misbehaving

So I'm in my admincp of my new 4.0 board, and if I try to do anything at all from the "Vbulletin CMS" menu it says:

Sorry, you don't have permission to access the administrative controls on this page.

If you need to access this page, ask your lead administrator to enable your permissions for this page using the Administrator Permissions section of the control panel.

I made sure to follow that link and gave myself administrator priveledges -- and it still doesn't work!

Any idea what could be going wrong?
