Show notice on thread creation page

Hi,

I would like to show a notice to users who have between XXX and YYY posts and that want to create a new thread. The idea is to make them pay attention to things that are important for the creation of a thread. (I know that's what stickies are usually used for, but unfortunately new members rarely read this)

Can I do this with the standard vbulletin, or do I need some kind of mod ?
