Box on thread listings page

How do I get a box like here on the thread listings page. like the box that says

General vBulletin Discussions: General modification & vBulletin discussions. eg. "How do I do this in vBulletin?", "Can this product do this?", "What does this feature do?", etc

I have one forum that I'd like to place that in. I used the vb built in announcement feature but it placed the announcement below the subforums and I want it on top of the sub forums.
