Where Do I Go To Edit The Bottom Of My Forum?

I am trying to put a paypal donate button at the bottom center of my forum,where would i go to edit that? i know it isn't navigation bar,could someone help me out please. I made a capture of where i wanted incase my description wasn't good enough.
