picture contest

hi guys, i need to create a picture contest on my site could i do this with side bars?if so i would need some one to set this up for me.the idea is to have members submit a picture of their sphynx cat with a short description and then other members can vote on picture and win a prize.can any one help me figure the best and easiest way to do this for my users?thanks in advance! p.s. i still need a custom background and header done for my site!
