stop thread subscriptions

I would like to know if there is a way in vbulletin and/or via a mod/hack to stop everyone from being able to subscribe to threads

I'd like to do it either globally for everyone or if it can be done based on usergroup, that would be cool too

Thanks for any help you guys/gals can offer
