Programming idea for Spam Killer

I am not a programmer, so I really don't have the knowledge to do this myself....but I have been getting a lot of spam users recently and have been looking into ways to stop them.

This won't apply to everyone, because many users welcome visitors from other countries. BUT, since my site caters to a specific city/state/area, I think this would be a GREAT way to stop spammers from joining.

There are a lot of sites out there now that will look up the location information for an IP address and return that back to the user....which led me to wonder this:

Is it possible to develop a VBulletin plugin that would do this:

1. Look up the IP address
2. Retrieve the country associated to it
3. Compare it to a list of approved countries
4. Approve or deny the registration based on that list

Also, there are sites like stopforumspam (dot) com that track known spam IPs. Something like that could also be used.
