Attachments in Private messages

Hi ,
Iam using 3.7.3

When i am sending private mesages i cant find the option to send any attachemnts.
How do i make that please.

When i had 3.6.8 i had that

Any one please how to include this

how can i add Attach Files / MAnage attachments in my private messages
