User reputation problem

Hi,

I have a problem with user reputation system.:down:

Only forum administrators can give reputations to each other(admin-to-admin). Non of the registered users or moderators can give reputation, and they cannot see the "give reputation to this user" icon as well. I check all of the permissions about user reputation, and the user reputation system is enabled. How can fix this problem?

Any ideas?
